Breaking Changes
- pkg/nameserver.GetDNSServers now returns []netip.Addr instead of []netip.AddrPort
- pkg/nameserver.GetDNSServers now returns an error instead of only an address list
- pkg/nameserver.GetDNSServers no longer returns localhost IPs if no nameserver is found

Upgrade Notes
