proxy的参数：--blocked --direct --stop --only --hosts --resolve-rules --rewriter-rules --ip-allow --ip-deny 支持协议加载文件。
格式可以是：
    a.文件名,文件内容一行一个规则，# 开头的行，为注释。
    b."base64://" 开头的base64编码的上面a说明的文件内容，比如：base64://ajfpoajsdfa=
    c."str://" 开头的字符串，规则之间用英文逗号分割，比如：str://
