Upgrade Notes

Before upgrading, confirm your installed torch, torchvision, and torchcodec versions satisfy the new pins, since mismatches will fail at install or import time. Changes introduced across the intermediate v3.8.0-v3.8.4 releases are not described in these notes and should be reviewed separately.
