Wrapper-only release. The CLI, UI and libraries are unchanged from 0.81.0.

## `arbigentw.properties` Lives Next to `arbigentw` (#440)

The wrapper's properties file moves from `.arbigent/wrapper/arbigent-wrapper.properties` to `arbigentw.properties`, right next to the script.

To migrate a wrapper generated by 0.81.0, move the file (the format is unchanged):

git mv .arbigent/wrapper/arbigent-wrapper.properties arbigentw.properties
```

or regenerate both files with `arbigent wrapper --version 0.81.1`. A 0.81.1 script that finds only the old file stops and prints these instructions.

Also in this PR: the wrapper refuses to run when `distributionVersion` disagrees with the archive in `distributionUrl` (a version-only bump from Renovate no longer silently runs the old release), and a failing `java -version` is reported instead of passed through.
