- pkg/nameserver.GetDNSServers signature changed: returns []netip.Addr instead of []netip.AddrPort, returns an error, and no longer returns localhost IPs

Upgrade Notes
Update code using pkg/nameserver.GetDNSServers to handle the new error return and change return type from []netip.AddrPort to []netip.Addr. Note that localhost IPs are no longer returned by this function.
