Upgrade Notes

Note: The older release (0.55.8) is from a different project than the newer release (v3.8.48). This is a hotfix for v3.8.47, which crashed on boot, so v3.8.48 is the first installable release of that cycle. No configuration changes are required for the new features, but verify Electron builds on Windows.
